JICA conducts evaluations to improve projects and demonstrate that they are being implemented appropriately. These consist of four key stages: ex-ante evaluation at the planning stage, monitoring during implementation, ex-post evaluation to assess results, and feedback and action to apply lessons learned. Together, they form an essential process connecting a project’s past, present, and future. At the center of this process lies the ex-post evaluation, which clarifies what medium- and long-term effects a project has produced, assessing both quantitative and qualitative effects from multiple perspectives.
